Roles and Responsibilities
UHIP Steering Committee
- govern the UHIP programme and resources on behalf of international students and workers
- act on behalf of all Ontario Universities who participate in UHIP under the master contract signed by the Council of Ontario Universities (COU)-the policyholder
- approve all contract negotiations including design, amendments and renewals and financial and administrative issues related to UHIP
- provide liaison with the Council of Ontario Universities regarding province-wide distribution of all communication to Universities
UHIP Consultant
- be accountable to and act on the direction of the COU Staff and/or Steering Committee, and provide independent and unbiased advice on the UHIP program
- prepare and provide reports requested by the COU Staff or the Steering Committee
- monitor legislative developments, the health care industry, compliance issues and quality control, as well as the insurer's abilities within the market
COU Staff
- be key contact person for insurers, consultants, UHIP-UPAs, Steering Committee and Council of Ontario Universities
- provide the Steering Committee with information and advice needed to meet its mandate
- negotiate and implement all administrative and contractual changes
- negotiate special provisions and exceptions, as required
UHIP Insurers
- receive premiums and reconcile enrolment data from participating universities
- make final decision on disputed premium refunds and claim appeals
- issue premium refunds, where applicable
- provide regular billing statements to participating universities regarding premiums due
- issue proof of coverage cards to plan participants
- provide prior approval for certain expenses, including elective surgery and air ambulance services
- process and pay claims for benefits
- supply documentation and forms to UHIP-UPAs
- maintain preferred hospitals network list up-to-date
